Published By: CDS on eSS | Published Date: April, 28 , 2002

This paper is about the discursive aspects of reform debates, more particularly about their rhetorical forms. Persistent disagreement among economists on important public policy issues sounds disconcerting to others. [Working Paper No. 330]
